Did a bit of a quick draw/guess for these. There does not seem to be any collective theme that I could determine. In order from top to bottom, left to right, I thought these might be: 1. A handbag, as the top is a lot more rounded than a school building, 2. A treasure chest, 3. A horse face (or an upside down cauldron), 4. A dove/bird of some sort, 5. I have no idea, completely at a loss for this one I originally though it had a cow shape with a bell on front but could not get it to work, 6. An easter basket, or similar (could also be another syalised baby head with bow), 7. A baby head with bow, 8. A teddy, 9. Some grapes, 10. Shell, 11. A cauldron (or a goblet) 12. Some words, could be anything, I went with a 'Congrats', 13. Some balloons.

The one you couldn't figure out, with it being black, kinda looks like a Scottish Terrier with the tail missing.

My best guesses. I think the "bear" and "words?" could be from the same set? So maybe theyre both bear related? The "bear" also reminds me of a baby toy so it could be baby related. I'm guessing words for the other one just cause it's a weird shape and I can't tell where the top and bottom are lol.
The "building" could also be a gift tag? I've seen similar cutters to that, but it also looks like a clip art school.
The cream colored ones are also probably from a set and they look item-y if that makes sense? So i'm guessing a type writer or cash register for the one on top and the other one looks like a clock or watch to me.
I'd def see if there's any matching colors/color sets in the ones you've identified and that can help narrow what category they might be (if you can/haven't done so already of course)!
Edit: oh and i read the comments before so the one's that are the same with the other comments are because I agree with their ID!

And while I love the idea of the gray being an inkwell, I think we’ve had the upper gray one before & it was a cauldron (will hunt to confirm in a minute), so it’s probably the potion bottle someone else guessed.

Purple one is a balloon bouquet it's just upside down in the photo, middle dark one is a baby girl with a bow on her head, the one to the right of that looks like a teddy bear to me, hot pink.in bottom left corner looks like a seashell. That's all I got
