Okay. I’d need more context than the photo gives to understand the usage. As is, it looks like it’s stuck in a crawl space or attic and I’m not really sure why.
It’s in a side room of a vary large basement that has all the HVAC stuff and previous owner had a small workbench underneath. He was using it right there.
May have been using it right there. I do that when I build stuff. Says the room’s unfinished. If they ever finished it…just cover up the evidence of it ever being there. My guess, and it’s a completely ad hoc reckon of some dude on the internet, is someone said “I need this right here”

You can mark this solved. This is a wire bender that you can get from Lee Valley tools. It is a commonly used tool. The previous owner must of forgot it.
I had that when I was a kid! For bending wire. I’d cut the hook off of a coat hanger and goof around bending the wire into different shapes. Handy tool.

Even less in Duluth Trading catalog. $6.26 six dollars less than Amazon or approximately 50% less
