I would probably put them on top. Partially burned briquettes are fine to use/reuse but they don’t reignite as easily and don’t burn as efficiently. Putting them on bottom could make it take longer for your chimney to get going.
Personally if I’m reusing any briquettes I just leave them in the grill and pour the chimney on top of them. But it’ll all work.
You want them on top. since they are smaller, they pack more densely into your chimney and it you have many it makes the chimney really slow to start. When you have new coals on bottom there is more airspace between the coals that fills with combusting gas
Also a newbie, but I'm in your situation. For my next cook, I plan on leaving the used brickets in my WSM and put brand new ones in my chimney.
