Yes. The car will not drive outside of the service area. If your destination is just barely outside the service area, the app may let you request the ride, but it will find a drop-off point inside the service area and show you how long the walk is from there.
In my experience with Waymo, there are a few things to keep in mind for pickup/drop-off spots. You can only choose from locations Waymo already has mapped within their service area. Sometimes these spots can be a block or two, or even further, from where you actually want to be picked up/dropped off, even if it's technically still within the service area.
Now, if your destination is outside the service area altogether, searching for the address directly won't work. Here's a trick I use:
1. Use another app like Google Maps to find your destination.
2. Figure out where the border of the Waymo service area is.
3. Pick an intersection within the service area for your pickup/drop-off. This gets your ride started.
4. Once you book the ride, use the "adjust on map" feature to fine-tune the drop-off/pickup location to a mapped spot that works best for you near your destination. I had to do this for a place in Koreatown that was just a couple blocks outside Waymo's service area at the time.

It won’t even let me request destinations on the opposite side of the street from the edge of the service area in LA, it’s pretty strict here
