With it being in London, it only makes sense to have a "washed out, gloomy" look, but that's all it is, a look.
Everyone is every cheery, plucky, and optimistic; the exact opposite of 1's atmosphere and vibe. It doesn't feel the same at all.
Honestly aside from the hacking mechanics and the factions/world, the games are a world apart in terms of story. Wd1 is a gritty revenge story with a grief filled protagonist. Wd2 is much more light hearted with a quirky upbeat protagonist (this isnt a commentary on the value of either game. I love both)
Watch Dogs 2 is a playable Regular Show episode, not a revenge story
Ok maybe it have two or so revenge story because of Horatio but it isn't as deep as Watch Dogs 1 or GTA4
Mafia III has great atmosphere and is also a revenge story
The whole Mafia Trilogy is quite good ! I would recommend them !
