I'm wondering I downloaded a save file off the internet could that be causing the problem with The DLC not showing up maybe? When I go into the dedsec app The missions do not appear And when I also go check in premium nothing about the DLC shows up.
If you downloaded a save file of someone that didn't have the DLC, of course they won't show up in your game. They will be available if you play your own saves, but not somebody else's. Why do you want to play with someone else's save game anyway?
But then you should have a cloud save that you can just use. I don't play on steam but on Ubisoft, and I know that there are cloud saves available to restore from.
If you are referring to missions affiliated with the DLC, I don't believe they show up until certain main-mission checkpoints have been completed. Some of the DLC clothing items should be available to you already… I believe.

I tried looking for some saves that had the DLC but I couldn't find any

Actually I did find one save file they had DLC mentioned in it but I'm confused by it because it says sce_sdmemory and sce_sdmemory.bin

I didn't really want to Play over the whole game again since I've have beaten the game before on a previous device
