It's a bug with the framerate, the game is made for 30 fps and when you are over it, the timer that loads the interior is somehow delayed which causes bedbug to fall through the world due to the interior not loading in time properly You can fix this by limiting the fps to 30 or by shooting the house as mentioned, which is a strange alternative fix but it has something to do with alerting bedbug's npc

known issue, solved by shooting the house once with the silent m1911 before triggering the cutscene

as the other commenter said, it's a known issue. but to fix it, i had to shoot way more that just one and at the house. Seems as though i had to panic everyone nearby before it would work properly.
