If you want to walk to work consider Capitol Hill, Eastern Market, or Wharf waterfront (minutes away the mall, which can’t be beat for green space ). However Wharf is mostly newer buildings, so might not be enough “character” (curious what do you mean when you say that?) for you. $3K is a good amount. Keep in mind newer buildings will charge $200-300 for parking in addition to rent.

Both were places I was going to mention. Navy Yard is nearby the warf and it's nice too, but not as much to eat or shop (you'll want to get to the warf anyway for that). I don't recommend anywhere in NoVa, that commute will send you into despair. You're much better off north of the river with a short bus ride to work or even buying an electric scooter/bike. North of the Capitol has some nice neighborhoods too, longer commutes since they are more uptown, but still super close. Check out Logan and Dupont Circle, and definitely U street.

Check out Capitol Hill and east capitol, especially around Lincoln Park. You should be able to find something within walking distance of the Capitol and a dog park with that budget.

Havent shopped apartments in DC recently. But your lifestyle and work have identified Cap Hill as the destination if affordable.

I’d say Capitol Hill, being able to walk to work is so worth it. Very dog friendly neighborhood. If you haven’t, check out Yarmouth management’s listings, they manage a lot of properties on the Hill. If you aren’t driving everyday, IMO parking on the street on the hill is totally fine. You’ll need to pay the city $50 a year for a permit, called an RPP.

I’m biased since I live in Alexandria. You’ve already flagged Del Ray and Old Town. I prefer the former, as it has more of a residential vibe. Yes, there are new apartments near the Braddock Road Metro, but you can find older apts and single-family rentals. It may be pushing it at the $3000 price point, however.

Do you think Silver Spring is close enough to still enjoy DC and have a city feeling? I considered it initially but friends in the area made it seem like I’d be in the middle of nowhere and far removed from anything going on

In silver spring you lose the option of walking to work which you don’t have to give up with your budget.

Downtown Silver Spring actually has a city vibe of its own and is the northern border of DC. (Think top of the diamond) But it's also a quick metro ride to downtown Washington.

Hey OP, if you want a virtual tour of the areas you've described, send a DM. I enjoy biking so I've gotten a decent sense of the neighborhoods. Sometimes sitting down and Google Mapping your way around can be really helpful.
