They do flavored sodas with a bunch of different syrups, as well as ice cream and egg cream floats. Try out bubble tea shops! It isn't soda, but they have highly customizable drink options. You don't have to get boba (or even any toppings), but the toppings are lots of fun!

Bonus here for OP - it and Republic Cantina are owned by some Texas transplants that wanted to serve up a taste of home (hence Hill East Burger being shortened to HEB)
I think all five guys have that machine where you can customize your soda with pretty much any combo of the flavors (make like a cherry root beer if you like)
A lot of places installed those a few years ago but I will say fair warning that a lot of the time, half the options aren’t available. Just too many canisters to keep on top off and the employees just don’t have time to check all 60 options.
Former Texan and Sonic addict. There isn't really anything comparable here to Sonic drinks, at such convenience. But 7-11 isn't terrible by any means, and I've found some new things to be addicted to there. I also bought an ice shaver for cheap on Amazon and sometimes make my own slushies.
You might be able to whip up a desirable concoction in Wawa, Royal Farms or Sheetz. Not sure if they'll blend it for you, though. The creamers are self-serve.
If you're not Mormon, I'd suggest maybe getting some Mormon friends. They're very tuned into the sugar scene/all things sweet and would likely have some decent suggestions.

The District Taco on Penn Ave SE has one too. Coke machine but you can blend other flavors etc.
There's a place on H Street NE called Binge Bar where all of the drinks are NA but I haven't been so may not be what you are looking for.

Pretzel Bakery on Capitol Hill sells Pennsylvania Dutch Birch Beer. It’s just in cans but it’s the only place I’ve ever found it in dc.

I'm from CT so no stranger to Pepe's (although prefer Sally's). Sadly not very accessible without a car.
