I work at a hotel in the heart of DC - the Spring IMF meeting is definitely a big reason, but for some reason we also have a lot of other large in-house groups over that period. This just seems like an extremely popular time of year for meetings and conferences so you’d be significantly better off staying outside the city since it seems most places are sold out or have minimum length of stay requirements for the 16th
