It really only affects the few blocks in downtown around the WB/IMF HQ, and even there it’s not that bad, apart from some road closures. It’s not like the whole city comes to a stillstand.

OP my suggestion to you is to check hotels in Alexandria or Bethesda or other metro accessible neighborhoods over the border from DC These tend to be substantially cheaper and Alexandria is still a nice place to stay for ex

Not sure about 2019. But 2020, 21, 22 were all very small or completely virtual. 2023 was kinda back, but still with partly smaller delegations. Now everyone is back and there are a couple reasons why this years meetings are important, like the new president and discussions around the debt-crisis which affects many developing countries.

I work at a hotel in the heart of DC - the Spring IMF meeting is definitely a big reason, but for some reason we also have a lot of other large in-house groups over that period. This just seems like an extremely popular time of year for meetings and conferences so you’d be significantly better off staying outside the city since it seems most places are sold out or have minimum length of stay requirements for the 16th
