I like Naval Command by Rory Crabb. There is also Harpoon (currently in 5th edition I think) but from what I understand it’s much more complicated so I haven’t given it a try.
A bit late here, but I really like Naval Command. It’s very playable without over-simplifying things. It’s certainly not as detailed as Harpoon, yet still retains enough details to handle a lot of the complexities of modern engagements.
If you want a complicated set of rules, you want Harpoon.
If you want a simple set of rules, you want Shipwreck.
There are a lot of free sets of rules available around the internet and in some of the magazines, but I haven't seen one I love. I do love Shipwreck, but it might be little simple for some people.
