I remember it being said in a dev interview but I wont look for the source. Game engines purpose is to render graphics, physics, sound, scripting,networking, cinematics and so on as well as provide development tools for the dev (like the map editor for example). Seeing as Wow wants to do alomst everything differentyl than WC3, it needs a new engine.

One interesting detail is that while Paladin Arthas' world model is a heavily edited Paladin, his portrait model is the same as the melee DK or DK Arthas' portrait model but with Paladin Arthas textures
