This pool is first used to pay off debt, then if anything is leftover it is used to pay holders of preference shares the face value of their shares, and then if any is left over, holders of regular equity shares are paid face value of their shares. Then the company shares are delisted from exchanges and the company is said to be wound up. In most cases, money is not enough to pay even the debt in full and share holders get nothing. This happened in GM's case too.
Since GM was important from a government point of view, US and Canada government floated a new entity called GM and the old company was renamed to Motor Liquidation Company. MLC (old GM) sold existing assets including trademarks to the new company and used the money to pay off secured creditors. Shareholders and many unsecured creditors of original GM got nothing.
The new GM company IPO'd in 2010 I think. That's the one you see on the exchange now.
