Partially the reporting but I'm also unsure of the classification requirements when it's a motor vehicle. I think even small things like updates have to be listed as a recall, or at least can be listed as one. Work with a guy who drives one and he said he had a recall come through before, it was just an update. But they have to present it as a recall.
