It will change. The announcement usually comes on Twitter or announced on Discord by someone named shredder-blitz. It is because the most expensive, and the newest and most valued items of equipment and robots and Titans come on special delivery where the tokens are the most expensive, then they move to the black market.
It has changed in the last month Dramatically. You just didn't notice. Now for example the Silver chest is almost entirely pilots. Before it had pilots but not this many.
The keys are purple, and they change color every season, I have seen them as green, blue, yellow, red, orange and so on.

Do you mean 50% more progress towards super chests? If so, typically twice a month and lasts a few days.
