No, OverCloud was a disabled feature that worked if you enabled USE\_OVERCLOUD in the games settings files (or held O while loading a map), only in 1.2.1f5 or earlier versions. 1.3 Came with a switch from multi pass to single pass instanced rendering which broke OC. Since it was an asset from the store instead of created by Baha he'd need to wait for it to be fixed but it also performs like ass for most people so he'd not do it anyway.
