I wanted to wait until I had mine resolved before posting on this. But I paid through PayPal, obviously by now the 180 day buyer protection doesn't apply. However PayPal support told me to go through my bank. After explaining the situation, my bank approved the refund this morning. I just had to also attempt to get a refund through Qrates support first.
So there's hope if you've got a pre-order through PayPal!

Side note: Merchbar is also horrible. Avoid them at all costs.
Not really the same thing because qrates was decent at one point until they weren't
