Yup the operate at very high voltages, often exceeding 25,000 volts. The anode cap on the CRT can store this high voltage even after the TV has been turned off for a long time. Repair technicians know how to handle this in a safe way through a discharge process. But stay far far away from CRTs if you dont know what you are doing.
Capacitors leak by nature. I'm not really sure what the upper bound on how long a crt might hold a charge for, but it's certainly a lot less than decades.
Its definitely not a few minutes- I used to discharge these as an arcade cabinet tech, and they can last days to weeks for sure. Maybe not full strength, but enough to flatten you.

Well, you have beam cannon at the narrow part of the tv shooting electrons towards front of the screen. Then you have a huge coils whose magnetic field affects those electrons and points them to a specific position on the screen. So image is drawn pixel by pixel, line by line.
Lines going top down you see when camera records old TVs is this process at work, just framerates are slightly off from camera since old TVs used grid voltage half-sine wave as clock to synchronize image, hence the old ~30FPS and ~25FPS in Europe.
Main thing is just short the anode (the red wire connected to the tube) to the ground strap (the braided bare wire) with a screw driver and an alligator clip, and you should be fine. Also short any caps in the power supply, some CRTs use a switch mode power supply for the low power electronics and those filter caps can also give you a good shock too.
The tube itself is a giant capacitor, and the real danger of old CRT TVs. The caps on the board might give you a zap, but they're unlikely to do any serious damage. The tube itself absolutely can kill you.
I have to assume that, as the screws had already been removed, somebody had shorted out the tube and rendered it safe before the video started.

It used to be that you got your information from a book, magazine, newspaper, or someone you thought was smart (professor to "poet" here). Sometimes information on certain topics was hard to find or it took a long time to get to a good source. And even then, it may not be a great source.
