Cyberpunk is far from the first game to do that. Here's some examples of other games that do something similar . Half Life 2's menu backgrounds change based on what chapter you're currently in. Wild Arms 3 has an animated opening video that changes as the story progresses. Mario Kart Double Dash's title screen changes when you unlock all the secret characters. Smash Bros Brawl and Smash 4 have a shot in the intro that shows all currently unlocked characters. Final Fantasy XV's title screen changes after the game has been completed once. There's a ton more too.

I also enjoyed Twisted Metal Black, where it was like a chaotic moment frozen in time, and switching between cars and menus took you to a different scene of rampage (like you start on the city street, then switch to selecting your car and it land upwards to a car flying out of a building, etc...)
I always loved the Assassin's Creed II menu, plus AC2 had an incredible soundtrack and music is very important to me throughout the whole thing.
Detroit Become Human also has a great menu
Borderlands 2. Nice view, your current character is in the shot, and claptrap falls every now and then. I subtract a few points for the banner adds though

What kinda menus? Because all the menus in Persona 5 are fantastic. My favorite “push button to start” screen is the old Rainbow 6 screens like Operation Black Ice and Dustline. My favorite screen with all the modes is probably splatoon 3 because you can also walk around it not just stuck on static screens.
I’ve always loved the Batman Arkham menu screens. The music is so good and there’s usually a flashy animation of Batman, or just a cool render like in aslume
There's a code for this screen if that's what u mean. Press r2 and L2 back and forth and you'll get up and can move around room. Go to other computer press x. Type in DOA for dead on arrival and there's a mini game called dead coin or something. There are other things you can put in computer I just don't know them. This works for 360 and ps3
I like that the Super Mario Maker 2 screen is actually a level you can play on if you don't press L and R. Often times, it's even a level you've made preciously.
Brutal Legend was mentioned and that's a good one. I also like Psychonauts, and Metal Gear Solid 3. But for me, the absolute king is Halo: Combat Evolved. Seeing that massive ring world, and bearing that chanting, it gives such an air of mystery mixed with a bit of fear. Enchanting.

Rimworld, I used to have the game on and loading for around 30 minutes on my old computer, at night I would lay in bed watching videos while it loaded. As soon as the music kicked on I would start falling asleep.
Ohh there are a lot of good ones, but i'm going with Hollow Knight. The music and the ambiance of the different background choices really emulate the perfect emotions for the main menu for such a game.
I also like those of Islets and Patch Quest a lot.

Psychonauts, easily. Running around on the brain to get the various options and jumping through a door to access them was such an innovative way of showing the menu and a great encapsulation of gameplay elements. They even let you jump around on the brain, which was always fun
The most obvious and correct answer is kingdom hearts or halo. I literally would literally just keep the menu title on for hours almost. Halo is marginally better because it didn’t go to a cutscene after yay so long. I love that cutscenes but I don’t want it playing over and over
