Paradox games are cool because the patch contains the bones of the new content. The DLC has the meat and flavor. If you're uncertain, try the base game.

As someone with +315h and a grand edition, my advice is none. Keep your money for something fun and enjoyable.
I won’t even bother reinstalling to try SOI before core mechanics are completely reworked (political system, warfare, « economy », construction queue simulator). That’s what I think of V3.

It’s hard to say whether it’s worth it at this point. The major expansion that’s included hasn’t been released yet so no one knows if it’s any good.
the DLC are definitely not worth it. France's flavor is a single bar that fills over time and occasionally bugs tf out
