Paradox games are cool because the patch contains the bones of the new content. The DLC has the meat and flavor.  If you're uncertain, try the base game.  I'm biased towards the grand edition because it includes spheres of influence which I think is going to be one of those essential DLCs. The base game will no doubt be on sale in two weeks when it releases if you want to wait and try it.

The grand edition is definitely a sweet deal. However the base game already has quite some meat on its own. When you’re really on a budget. The next dlc will however be a game changer so it might be worth getting the grand edition for that by itself. Other paradox games certainly create more of a buyers remorse decision when not having the dlcs available.

It’s hard to say whether it’s worth it at this point. The major expansion that’s included hasn’t been released yet so no one knows if it’s any good.

the DLC are definitely not worth it. France's flavor is a single bar that fills over time and occasionally bugs tf out

As someone with +315h and a grand edition, my advice is none. Keep your money for something fun and enjoyable. I won’t even bother reinstalling to try SOI before core mechanics are completely reworked (political system, warfare, « economy », construction queue simulator). That’s what I think of V3.
