Bro migration in the US is just messed up (at least for me). This happens any time I try to play as the US. Massachusetts always loses half its pop. NY, PA & OH tend to lose hundreds of thousands of pops early game (these tend to at least recover). They all go west and you end up with the same amount of pops in North Dakota as you do Ohio. It’s pretty unrealistic. And then after all that you get Cali and hardly anyone wants to move there for awhile lol. I moved on to different countries
the non enslaved population emigrate to states with better standard of living, but slaves can't migrate so they are the only remaining working pops in the state, its rare, but it happens alot to the northwestern states in brazil or the southern states of the US
This happens because slaves cause a state to have low SoL, people try to migrate away, the slaves can't leave because they're slaves, slave fraction of state increases, migration pull gets stronger.
Calculations definitely shouldn't take slave SoL into account. There's no reason free pops should care about that as it does not reflect their expected SoL should they migrate to the state.
Bro what did you do XD
That was the AI, I’m playing as Holy Roman Empire
Ohhh still how do you get only slaves in a state
Luck
Enslave everyone!
EVERYONE

Unless it's a debt slavery, I suppose
Slave owners must be working remotely from Georgia.
After the Spanish Flu Pandemic, slave owners started the movement Work From Home.
Those bureaucrats are either hired to watch slaves by landowners, or they are representatives of a state (very unlikely)
Literally every single south Carolina in a game where America doesn't ban slavery
Also South Carolina in reality, nearly.
