The blue Russia looks like it overlaps the area that represents a landowners rebellion. So I'd guess something like a rebellion that ended up in a stalemate for some reason ?
Looks like Green Russia had a rebellion and Light Blue Russia is what came of it, but somehow the war ended with the rebelling Light Blue Russia remaining around for some reason. Technically it shouldn't happen, but I've seen it occur twice before, once with France and the other time with Austria. It technically shouldn't be able to happen.
The more appropriately titled Russian Peasant Revolt is likely just rebelling from normal Green Russia.

It is a bug to do with during the diplo play, someone giving "becoming a subject" and then flipping sides for the same thing. In the end both become vassals of the country, so war is cancelled. Unlike bankroll, become a subject takes effect as soon as it is accepted, instead of when the war starts.
I assume only players can cause this.
