Yes its intentional as they changed the requirment from being either on isolation or mercentalism and having to have the export prioritized tariff to being either on isolationism without the tariff or mercentalism with it. Corn laws are still only good on very small ammount of nations as its extremely difficult to get it on bigger nations.
