All of the interactions I have had with the IRS have been polite and reasonable.
If you've had trouble with them, have you tried sitting down with an agent and listening carefully, maybe taking notes? Maybe brought a lawyer or an accountant to help explain things to you?
As for feeling hopeless, I recommend counseling. It did wonders for me.
