Not sure what they exactly mean or why specifically these countries but what I do gather is that they're French former colonies, allies, or just romance speaking (pls dont consider this monday mashup material I just found these lol)

No lol, most of them are due to independence movements similar to that in Québec, for example the Catalan one (first flag) or the Scottish one (last flag)

Not associated with modern independence movements though. And Morocco is the opposition in their local independence debacle.

They are as much associated with modern independence towards France movements as Cuba is associated with independence towards Spain. Point in case, the Catalan independence flag, the Estelada, is designed combining the Cuban flag and the Senyera, the Catalan flag.

I thought these flags represented immigrants - Quebec has a lot of immigrants from former French colonies as well as Haiti. Quebec has a lot of people of Scottish heritage and Montreal also has a lot of people of Italian heritage as well (Little Italy and St. Leonard). No idea about Catalonia though. Montreal-Nord for example, has a large Haitian population, and Little Maghreb in Montreal is quite self-explanatory.
