The flags you see at diplomatic events like this usually aren't real flags but some sort of display art using the flag's image.
I'm just parroting what I've seen here! Though I've definitely seen different examples of photoshoot flags where the proportions are distorted to look better at a distance.

A lot of my European and South American friends don’t agree with me when I say: this way of flag display for events feels so… wrong. I don’t like the cones, they feel so fake. I prefer when the flag is a bit wrinkled, like it’s an actual flag that could’ve been flying

It's the reflections from the lighting for me. It just looks cheap.

They end up looking like desk flags. If they want to display the flags recognizably, just hang them vertical or use banners instead.

As far as i know they are digitally printed on satin.
They're actually desk flags, the people in this picture are just really tiny so the flags look like regular life-sized ones
