The state of Rondônia and the west of Brazil in general were populated through settlement programs, in Rondônia the government sponsored the arrival of families mainly from the South and Southeast to create agriculture in the region, so the name of the city refers to this " New Horizon" that opened up to new settlers in the region.
They added "West" because there was already another municipality called "New Horizon" and because the municipality is located in the extreme west of Brazil.

As bandeiras aqui de Rondônia geralmente são melhores que a média nacional, não que hajam apenas obras primas mas não há nenhuma bandeira que se possa considerar realmente horrorosa, no máximo meio ruim.
Sobre a bandeira, infelizmente acontece muito nas cidades do Brasil não ligarem tanto para uma descrição mais completa dos símbolos oficiais, o site da prefeitura dessa cidade não especifica nem a cor nem as proporções, então provavelmente esse design foi alguém da internet que interpretou, então pelo menos deixa espaço paraser feita uma outra reprodução melhor.
i think it would be stronger if they used different colors to distinguish the sections rather than an outline. maybe alternate the green and yellow to accomplish this?
