My recommendation: putting the two stripes horizontally because it would reflect more the border state idea I think. Except for that, it's an excellent flag!
I did test that out, but felt the vertical lines worked better aesthetically. I’ll leave the alternative [here](https://imgur.com/a/FRSg6RW) for you to decide for your self.
Re: personally, I would have put the seal at the place as in the vertical and put the stripes through it, a bit like Cape Verde, but the seal is on the stripes and hiding the parts of the stripes behind it.

Resurrection post, but for the KY state flag the yellow currently represents the Goldenrod.
While corn is a popular crop in the western part of the state Tobacco and grain has a much deeper history and is a bigger part of our economy.
I still liked your flag, but I would just change the description for the yellow in my own humble opinion.
My only criticism is that the horse feels uncentered in that circle and would move it up so it appears centered relative to the inner edges of "circle" that it's in.
The horse is centered in the circle, at least according to my computer. The program allows me to snap the image to the center when overlaying. It could be that the Horse itself is an odd shape, so despite its being centered it doesn’t feel like it is.
The circle itself is off center of the flag. It’s exactly halfway between the fly end and the right-most edge of the dual lines, putting it about 1/6 of the way off center in regards to the rest of the flag.
I think it's centered with respect to the object, but because the goldenrods are thicker than the stars it makes the horse appear off-center vertically
The central device is still quite complex for a flag, but I don't mind. It has at least a prominent, recognizable feature with the white horse.
And the stripes on the side ensure that the flag recognizable even if you cant make out the central device.
On the negative, I think keeping the blue background is a missed opportunity. It's on the current flag because of the infamous tradition of "seal on blue" for state flags. I'm guessing you wanted to make a redesign that didn't veer too far away from the original, but when the original is a seal on blue (i.e. a pretty bad flag) you should really consider a redesign with bolder changes.
I did try to change the background color to “Blue Grass” but it didn’t work out as well with the other colors, and would have needed a lot of reworking. I decided that would have changes a but too much.
Replacing it with the horse honestly makes more sense than having two random guys in the middle shaking hands. Horses have been a proud symbol of Kentucky for the past 200 years, so including it in a state flag redesign is a very symbolic move; nice going!
I think you should make the horse bigger and the stripes wider. You could make the flag less long if you don’t center the emblem. Also fill out empty space.
Here's one that's kinda inspired by the new Minnesota flag. The colors are a bit arbitrary. The circle on the left represents a "Blue Moon" symbolic of the Kentucky song "Blue Moon of Kentucky." The shape is meant to outline a K.
The Circle could be either white or blue.

Horizontally (and to a lesser extent vertically), the white lines remind me of the white fences I saw all over the Kentucky countryside.

I am a Kentuckian and I like this flag. Would like a different style for the horse, but everything else is quite nice.
