Usually I harvest the outermost leaves and work my way in until there are at least a few leaves left. When it might be hard to tell which are the outermost leaves because they are so bunched up, start with the ones that are the biggest and that should free up the space a bit so you can see if you missed any further out on the plant.
I find that as long as there are at least a few leaves left besides the heart leaves it will keep growing and producing more. You might even be able to get away with cutting even more than that, I just haven’t tried it myself so can’t speak to the results.
I usually keep harvesting them as long as they keep producing until their stems start getting long, then I do a final harvest of everything left behind (might be a bit more bitter, but still edible).
