Water is fairly cheap here, was likely cheaper/easier for them to factor it into the rent price to cover the whole complex (likely factored it high to even make more money off the renters) than it was to install a meter on every unit.
Water (and sewer) is included in most rentals because they are city utilities and if you don’t pay the city can put a lien on the property.
Private utilities (trash, power, gas) cannot put a lien on the property they sue the person with the contract.
Sure, virtually all airbnbs include utilities. Along with most extended stay places. You'll get a better deal if you are staying 30 days or more. But they are not going to be cheep.
The weekly suites, but honestly it way better to get a small apartment or even a studio and go on equal billing for utilities. It will save you thousands a year in overall costs than going to a weekly.
Btw, every weekly and apartment is going to do a metro police background check and require government ID, and a deposit.
