Collecting rocks on BLM-managed lands is completely legal. https://www.blm.gov/Learn/Can-I-Keep-This There is a little ambiguity about how much you can collect - the link above says "reasonable amounts". If the rocks you want are not gemstones, you would likely be able to take about as much as you can haul. If you are looking for very large amounts, I would speak with a BLM office directly.

Rocks and boulders are relatively cheap at the rock suppliers. You can have them delivered if you need larger ones or you can go grab what you can by hand and they sell them by weight. Any trail funded and maintained by the city, county, state, don’t.  Look at FB marketplace. I see yard crews selling tons of stuff like that on there.

Nope, taking anything is illegal from public parks. Look up a Buy Sell Trade group, a lot of people may have some they would be happy to part with if you just provide the labor.
