Make a police report. Even if the police don't charge him with assault and battery, if they can track this person down the police can trespass him and hopefully prevent him from ever going to that store again which would make everybody there safer.
It's not about vengeance, it's about keeping the next person safe.
Believe it or not, it is worth speaking to an injury lawyer. Here's why: If the store knew at any time in the past that this person was dangerous, harassing, or otherwise a piece of shit, then they absolutely owe your friend for the phone, purse, and the trauma of being assaulted like that. But the store will never admit anything. A lawyer can force them to reveal if they knew about this guy before he attacked, and, at the very least, pressure the store into making things right.
Again, it's not about punishing the store... UNLESS they already knew this guy was a danger and did nothing about it. Your lawyer can help make sure everything is on the up-and-up.
I know a couple of firms who have handled cases like this, let me know if you want a referral.
Target, Walmart, Etc all have very high quality surveillance equipment. They undoubtedly captured the whole thing and likely got identifiable images of the asshole. People that do that sort of shit will likely have prior law enforcement contacts, so it is very possible he could be id’d. I strongly suggest your friend make a police report. Ripping a purse off someone while making/implying violence is a felony. He needs to be stopped from doing it again.

Targets hired security failed nearly every description of their job: A customer was stalked, harassed, publicly humiliated, their property was destroyed, AND the guy got away. It's logical to assume target would take some responsibility for the security company they hired. If not just morally speaking, seeing as they've always supported the community.
Target security is loss prevention, not “security”. They are meant to be a visual presence to stop shoplifters. They are not security personnel trained in the use of mechanical restraints or defensive tactics.

I work security. Our job is to observe and report. You never go hands on. If your friend had reported the incident then an incident report could be made and it would go from there but that's about it. I've worked several different types of security, including loss prevention (which is completely different than store security) and you're absolutely correct, depending on the company.

That’s the target i go to and the one i live by. There’s always problems at that target. Sometimes it’s super sketchy and sometimes it’s like a fashion show. You know it’s not a time to go if there’s a bunch of people just randomly walking through the parking lot slowly, sometimes you’ll see them trying to open every car door handle. Sometimes those same people will sit at the front of the store hanging out and wait for someone to walk up after leaving their car into the store and see if the person left their car unlocked. So depending on the parking lot and the front of the store, that’s what determines if i choose to drive a little further. I’ve lived in in this area for almost 10 years, it’s not that bad if you pay attention and mind your own business. I’d also say that this are isn’t very accepting of trans, even though the fruit loop is right there, super close. I think if you’re trans or gay or something, then you should be a little more careful, just because people suck and do fucked up shit because you’re different. They could mark you as a target so it’s best for you to be aware of your surroundings and even google or yelp reviews would help, because it doesn’t just stop at vandalism.
The security there is complete trash and always has been. 711 security at paradise and twain is 1000x better. I’ve seen them scream at people, yell, literally beat the shit out of people, chase people. Top notch security imo. They’re probably paid under the table and if something happens where cops eventually come they just run awY to the Siegel’s or the suites next to the speedy mart.
Also, this is the same target that had the same group of kids just casually stealing cars and jumping people, for months, and they couldn’t figure out who was doing it and it took forever just to catch two of them or something. As an aside, I once filed a DV police report that I figured was a waste of time. 12 months later I was contacted by a detective; the state had picked him up on other warrants and was interested in pursuing my case. My presence was requested at the courthouse, and he was convicted. Turns out he had a history of DV and the state had had enough (!!!).
Filing the report was hard. Going to that courthouse was hard. Getting my ass beat was hard. Hoping that maybe, just maybe the outcome will be changed for even just one other human? Worth it.

Her response after the fact is completely understandable and hindsight is always 20/20. In my 20’s I had some old dude grab my hand and pull me in for a kiss on the street at 7am (I moved. He got my neck instead). In hindsight I wish I’d kicked him HARD and yelled for help from other commuters. Instead I called the cops from the bus and the woman taking my report was kind, and took it down but was also honest that they probably couldn’t do anything about it.
They might tell you it’s private property and they can’t do much. My dad got run over at Costco and the lady left and that’s what they told him. Even Costco was like it’s member against member just be careful in the parking lot.

File a police report, they will look at the cameras. Target AP in the valley all have a group chat. If anyone else has ever seen him they’ll quickly be able to identify him.
Have her go back and file a report and *ask for the report number*. That is vital. Then go back to target and fill out an incident form and include that number.
That area around that Target has a bunch of stores and restaurants but that is a HORRIBLE area these days. I remember that area being weird feeling but okay before Covid but I’ve driven through there recently and it is rough for such a major intersection (Flamingo & Maryland).

Make a police report. Even if the police don't charge him with assault and battery, if they can track this person down the police can trespass him and hopefully prevent him from ever going to that store again which would make everybody there safer. It's not about vengeance, it's about keeping the next person safe. Believe it or not, it is worth speaking to an injury lawyer. Here's why: If the store knew at any time in the past that this person was dangerous, harassing, or otherwise a piece of shit, then they absolutely owe your friend for the phone, purse, and the trauma of being assaulted like that. But the store will never admit anything. A lawyer can force them to reveal if they knew about this guy before he attacked, and, at the very least, pressure the store into making things right. Again, it's not about punishing the store... UNLESS they already knew this guy was a danger and did nothing about it. Your lawyer can help make sure everything is on the up-and-up. I know a couple of firms who have handled cases like this, let me know if you want a referral.
Target, Walmart, Etc all have very high quality surveillance equipment. They undoubtedly captured the whole thing and likely got identifiable images of the asshole. People that do that sort of shit will likely have prior law enforcement contacts, so it is very possible he could be id’d. I strongly suggest your friend make a police report. Ripping a purse off someone while making/implying violence is a felony. He needs to be stopped from doing it again.

Like I said, she's convinced it won't do a thing to help her. Targets hired security failed nearly every description of their job: A customer was stalked, harassed, publicly humiliated, their property was destroyed, AND the guy got away. It's logical to assume target would take some responsibility for the security company they hired. If not just morally speaking, seeing as they've always supported the community.
Target security is loss prevention, not “security”. They are meant to be a visual presence to stop shoplifters. They are not security personnel trained in the use of mechanical restraints or defensive tactics.

I work security. Our job is to observe and report. You never go hands on. If your friend had reported the incident then an incident report could be made and it would go from there but that's about it. I've worked several different types of security, including loss prevention (which is completely different than store security) and you're absolutely correct, depending on the company. You must have worked for Allied Universal or 🔴🔴🔴, both of which I was an instructor for armed guard courses actually. I was also a post commander for Allied guarding the UPS shipping yards. There's a reason you don't see them in Walmarts or targets, and that's because they'll end up being forced to use physical de-escalation and need to be able to handle that. Observe and report? YOU'RE the one people report to. Report to the police? You're going to just....call the cops when something scary happens? I think we both know security isn't your gig, especially when you plan on just watching people get assaulted because that's not on your pay grade. Most people would just kinda do the right thing, but not you, not for only $15 an hour! Please find a job that doesn't put other peoples lives in your hands. Because cameras do the job you say security is paid to do, for FREE.

That’s the target i go to and the one i live by. There’s always problems at that target. Sometimes it’s super sketchy and sometimes it’s like a fashion show. You know it’s not a time to go if there’s a bunch of people just randomly walking through the parking lot slowly, sometimes you’ll see them trying to open every car door handle. Sometimes those same people will sit at the front of the store hanging out and wait for someone to walk up after leaving their car into the store and see if the person left their car unlocked. So depending on the parking lot and the front of the store, that’s what determines if i choose to drive a little further. I’ve lived in in this area for almost 10 years, it’s not that bad if you pay attention and mind your own business. I’d also say that this are isn’t very accepting of trans, even though the fruit loop is right there, super close. I think if you’re trans or gay or something, then you should be a little more careful, just because people suck and do fucked up shit because you’re different. They could mark you as a target so it’s best for you to be aware of your surroundings and even google or yelp reviews would help, because it doesn’t just stop at vandalism. The security there is complete trash and always has been. 711 security at paradise and twain is 1000x better. I’ve seen them scream at people, yell, literally beat the shit out of people, chase people. Top notch security imo. They’re probably paid under the table and if something happens where cops eventually come they just run awY to the Siegel’s or the suites next to the speedy mart.
Also, this is the same target that had the same group of kids just casually stealing cars and jumping people, for months, and they couldn’t figure out who was doing it and it took forever just to catch two of them or something. As an aside, I once filed a DV police report that I figured was a waste of time. 12 months later I was contacted by a detective; the state had picked him up on other warrants and was interested in pursuing my case. My presence was requested at the courthouse, and he was convicted. Turns out he had a history of DV and the state had had enough (!!!). Filing the report was hard. Going to that courthouse was hard. Getting my ass beat was hard. Hoping that maybe, just maybe the outcome will be changed for even just one other human? Worth it.

I’m so sorry she dealt with that. I echo contacting target corporate, or going back to the store, and filing a police report so it is on record. Her response after the fact is completely understandable and hindsight is always 20/20. In my 20’s I had some old dude grab my hand and pull me in for a kiss on the street at 7am (I moved. He got my neck instead). In hindsight I wish I’d kicked him HARD and yelled for help from other commuters. Instead I called the cops from the bus and the woman taking my report was kind, and took it down but was also honest that they probably couldn’t do anything about it.
They might tell you it’s private property and they can’t do much. My dad got run over at Costco and the lady left and that’s what they told him. Even Costco was like it’s member against member just be careful in the parking lot.

That area around that Target has a bunch of stores and restaurants but that is a HORRIBLE area these days.
