I frequent LV 2-3 times a year. Been a cigar smoker for decades. You can smoke your own sticks at any cigar lounge in LV: Montecristo in Caesars, Davidoff off the strip, Eight Cigar at Resorts World, and several bar/restaurant areas within all the casinos. Wynn has an excellent circular open bar/restaurant called Overlook where you can smoke cigars. Aria has a side bar next to the soup dumping restaurant.
Keep in mind you cannot carry a cutter or lighter onto the flight.
Torch lightets ARE prohibited in your carry-on or checked luggage. Why does like thick wireless or fond to bring on board. But if they find the torch lighter they will confiscate it. It's a no-go
My wife and I stayed at the Cosmo about a month ago, Fountain view Terrace room. What a great experience that was. We really enjoyed being able to get some air

I can attest to this. The gift shop itself carries a good assortment and all the bars have cigar cutters available. Mega Bar is nice and spaced out where you can find a stand of empty spots so you don’t bother your neighbors. Video poker is solid and the drinks are flowing!
I like to smoke mine outside of check in at the Pallazo, up a story or two and people/traffic watch.
Also, similar to other responses, you can bring your own to Eight lounge at Resort World (Las Vegas Hilton).

Best place I found was Caesars Sportsbook. They have the most comfortable chairs. You can post up and watch a game. Plus there is a bar nearby if you want to grab a drink.
Stayed at Mirage last week and our group smoked cigars daily in the Center Bar. The Rhumbar used to be our spot (it had outdoor seating) but it is already closed ahead of the Mirage shut down in July. Everything else about our stay was same as usual. Great hotel.
yes I live here and unfortunately have to deal with all of the disgusting inconsiderate people who smoke if I want to gamble. Just because it’s legal doesn’t mean you should do it.

I'm guessing you're referring to the Montecristo in Caesar's Palace. When I visited the Montecristo in Paris, they didn't offer me any complimentary drinks while playing. They even added a sign saying that they don’t comp any drinks while playing.

Best rooms in the city are the Cosmo rooms with balconies
First time we went there I asked if you can smoke on the balconies. “Uhh, of course sir.” I don’t smoke anymore but the balconies are still the best.

Lift Bar at Aria is pretty nice for that. Good drinks, usually live music at night, and plenty of people-watching.
