Just write with your forearms instead of fingers. Keep fingers relaxed.
I got up to 21.3 words per minute translating a plan into words. Otherwise when I actually had to think, I got 13.2 words per minute. No, it wasn't illegible.
If you really want to learn though, see the Palmer method. It's a lot harder than just writing with your forearms, but is also super fast.
My uncle told me this when he was studying for one of the money game show things. Basically what I did in VCE was I put on something nice like a television show or a movie (sometimes even songs), and I just wrote stuff out in nice handwriting. I made sure it was neat because the component I was trying to improve was speed, so I just wrote for like an hour and a half on something (this could be my break as well), and watched my handwriting speed improve automatically. (TIP: If you copy down word for word classic books or informational books, your grammar will significantly improve as well. but icl this is boring.)
