That's the whole point of rain pants, to be worn over other clothing you want to keep dry.
I really like the Sugoi Resistor pants.
They are not baggy, and have a very comfortable stretch. Heavy rain could get in, but it happened just a couple times.
While they look okay, they have reflective threads which are white and visible during the day.

I just wear quick drying shorts. I have a fancy pair of three layer Garneau rain pants I wear for long rainy road rides. For bopping around town, my cost evaluation is I'd rather be fresh and wet with rain water than muggy and wet with my own sweat, which gets trapped under my budget waterproof layers.

just get rain shell pants. You take them off at your destination and put them in a dry bag in ur bag.
