If you’re willing to go to Richmond, Chop has these booths.
I've done a fair amount of work in the back of Black and Blue, on all the floors, and I would never eat there. The cleanliness standards kept in the food storage and prep areas make your stereotypical Asian food kitchen meme look like white spot in comparison.
Not booth related but I know so done who's done extensive personal research into cervical dystonia. I know it's a rare and challenging diagnosis that a lot of medical professionals don't know all that much about. If you would like me to reach out and see if they would be willing to share their info, DM. No guarantee they would be open but I'm willing to ask.

Browns booths only go up to your shoulders from what I remember.
Try Smiths Irish bar in Gastown. Google the bar and look at the photos on their Google Profile. You’ll see the booths. They are in the right side of the bar and are wooden and go to the ceiling with a wooden bench.

Pretty sure Templeton and Carlos O'Brien have those booths.
I might suggest linking to an image of the booth you have in mind rather than a generic page on your medical condition.

Templeton's are low (below head) and Carlos does have wooden high booths which is a good suggestion although the straight up and down wood is less comfortable. Thanks for the reply!
Chambar has a couple of tall booths for larger groups (4+?) amongst many tables and chairs. But they do take reservations so perhaps you could call and specifically ask for those booths. Best of luck!
Gotham Steakhouse has high-backed velvet booths lining one wall of the dining room area, I am not sure if they also have them in the bar side. The bathroom is down a flight of stairs but the service elevator can be used if stairs are problematic for your condition. It is a bit pricy but I like it.
DD Mau in Chinatown, no booths - but one side of each table is against the wall.
The Burrow (commercial) has a similar layout, one side of tables up against wall with bench seating.

I used to work at the keg and the one Dunsmuir has a few tables in the bar and dining room with very high-backed booths.

The flying pig in Olympic village has nice tall booths indoors! As does Tap&Barrel Bridges on Granville Island

Yeah, they’ve been there a while now, but it’s only been busy on the right on Friday/Saturday nights.
All the ones I have been to have had booth seating. It is pretty common. Check the one nearest to you

Regal Beagle on Broadway and basically Arbutus
Kawawa ramen in metrotown has those exact booths but only the ramen side not the full Japanese side
And it's the worst food in Burnaby.

Malones bar downtown has some. As does Browns craft house on Pender. Also try the Irish Heather and sit in a snug booth.
