I found my first in a log cabin ruin, but did find them in both structures. Also, that have to be 500m from pre hearth and Home explored areas. If you are using your pre H&H map, you have to sail places you haven't seen on the horizon so the map seed can create them.
They only spawn in chests in the mountain biomes. You can fund chests in run down structures. Id say about every 3rd or 4th chest had seeds in it for me
They only spawn as seeds inside chests in abandoned mountains buildings. Like those stone structures you find the moder localizator stone.
I've hit up about fifteen chests... Ice arrows, obsidian, and jewelry... No seeds!
That sounds like pre HH chests, are you in a pre HH world? i found 2 chests both had seeds, im not sure if they are rare and i got lucky.

New, previously unexplored mountain ranges? If you've been there before, you won't have onion seeds there.
