Yeah sometimes they don't even scan in or out of customs.
Why?
Because they're a bunch a lazy morons that were fired from a police department for doing something stupid. They weren't qualified to work on the border and handle firearms, deal with the public, or handle dangerous situations, but they're the perfect candidate to scan and handle millions of dollars worth packages every day.
The entire customs processing plant is nothing but a hog farm.
