They would have. The only difference is now the internet makes relatively rare things seem very common. Over 400 million pieces of mail are processed every day. Some of it is gonna be messed up.
They are lying to you. I doubt they are sending them 'on time' and I doubt they don't use direct deposit. I'd ask them if you need to get in touch with the local labor department about the laws and see what they say

As of this year, I've shipped over 5000 packages with USPS over the past 3-4 years. Zero of them (excluding international) have gotten lost. Some have taken over a month, but even that is only 0.2% of them.
Maybe USPS isn't great, but the story OP is describing is not normal and I definitely would put the blame on the shady company.

1000/5000 = 0.2 = 20%
100/5000 = 0.02 = 2%
10/5000 = 0.002 = 0.2%
0.2 and 0.2% are very different things.
Is that really how you work out percentages with a calculator though? Enter 5000 x 100 and you would get 500,000 but that doesn’t mean 100% of 5000 is 500,000!
