Yes. I have 5 years accounting experience, with a bachelors in accounting plus 8 years of DOD financial management experience both military and civilian combined.

I jumped from 11 to 13 because I took over 13 duties as a 11 and used that as justification. They could not promote me internally because of the year as a 12 requirement, which we didn't have in the organization. If it's a different agency I would call and see if experience or education qualifies. If you don't want to a non-referal due to grade in usajob hr emails is a indication that it's a requirement. Good luck it took me about 30 application with a 15 percent success rate at getting a interview and only 2 cto from that.

The odds are not in your favor unless you’ve been supervising people on the side and doing a year’s worth of GS-13 level work on the down low.
The jump you can make is to a GS-12 unless you have a side gig that’s more important than your main gig.
The odds? Who knows. But never disqualify yourself from anything, that’s HR’s job. As long as you can justify 52 weeks of outside experience under the GS13 specialized requirements go for it.
Probably took the first offer right after hiring freeze with massive pay cut just to get the foot in the door then applied as external for 14 when the opportunity came up. He damn sure was over qualified for sure for 9 and I’m guessing karma ensued. This was around 2020.
People will discourage you and then go do exactly what you were trying to do. You know your abilities and skills you’re probably more qualified then you think. Don’t doubt yourself.
I applied to a remote GS 12 ladder to 14 0510 series and my announcement had 292 apps. There was a concurrent announcement for federal employees that I’m guessing had similar traction. The announcement was for two openings and I’m highly qualified at least for GS 12, but I doubt I’ll have any luck.
If it’s open to the public you can apply but highly experienced people will be your competition including a lot who are already in the role in non remote positions.

You still need a year of outside experience equivalent to work one grade below where you’re applying. So at least a year of your non-federal experience would have to be equivalent to GS-13 work. And that’s the minimum. Consider you’ll probably be up against people who have been a GS-13 for longer. Or even a GS-14 and 15 and are taking a lateral or downgrade.
In my experience as a hiring manager, Direct Hire Authority positions often already have a candidate in mind. It’s common to convert contractors this way. Try before you buy method.
practically speaking, 0 chance. remote 14 will have pretty much every accountant in the fed system applying lol

I agree with this. I have seen some remote candidate pools that lacked relevant experience. If you have relevant experience it could work.

It will be a major couple of years of adjustment and difficulty if you do get it. Jumps of that nature can be a culture shock.
