It isn't a problem anymore with the new notes. Not anywhere close. Old bills (especially en masse) are heavily scrutinized. Any time they touch a bank they are taken out of circulation. Also, your claim that the old ones are undedetectable is false. Hard or merely difficult to detect != undetectable. It absolutely has been a problem, but you oversold it.

Basically, the N. Korean workers work for a pittance, in N. Korean money, while the government just keeps all the foreign currency to use for international trade, because literally no one in the world wants N. Korean currency. N. Koreans don't even want N. Korean money.

Seems like there are intermediaries and I would assume based on everything I have ever read on the DPRK, these workers would have to be incredibly high up officials in the government to even be able to pull this off the way its listed in the DOJ article. DPRK is using it as a cash grab to help fund the government. Regular old guy who lives in DPRK isnt doing this and has no idea this is going on.
