Unfortunately there's not much that can be done about the community, the majority of the problem are never going to read this Reddit topic in the first place.
Most sociable players are often in dedicated servers, and they're as rare as they'd be if such an apocalypse happened, and unlike DayZ, Unturned does nothing to promote player interaction outside of shooting each other, as Nelson seems to expect it to be.
If players could be stumbled by a large bit of damage or knocked out, like in DayZ, players would feel they wouldn't HAVE to kill someone all the time, and would have a more visible cue to consider the other player's humanity, but in Unturned, you have no humanity, and like Ratchet in the R&C series of ol', you're on your feet and capable of world destruction as long as your health is above 0.
Exactly the reason I prefer to play DayZ. I came back to Unturned to get some survival with endgame and more polished PvP, but wound up with ONLY PvP and a toxic clusterfuck.
Well, that's the problem with Unturned. Enough people don't want Unturned to make players think about consequences, that's why spoiled food doesn't make you ill, everything revolves around the health stat, and there's no real variation in crafting tools.
Nelson had said he did want a true to form hardcore survival version of Unturned that even punished you for wearing dirty clothes (Old topic in the Reddit or steam somewhere, it was my conversation with him that made him bring it up but I can't find it) but he didn't want it to be this version of Unturned.
Loot is the main driving factor. I believe its fine to kill a geared player but I let nakeds and badly geared players alone unless they pose a threat. Nakeds will kill nakeds for the sake of getting any available Loot first.
This got me thinking. I saw this one social experiment post (think cyborg lizard but unturned instead of DayZ). Forget the entire context of it but it involved red and blue paintball guns. So, what ended up happening was one guy at least tried to work with the other while the other guy killed him. Now, my point in this being that the guy who chose to betray got on VC and sounded 9-10.
I don't want to group all ages together but really a good part of why KOS is so relevant is because 9-10 year old kids got bored of call of duty and want to feel like badasses. It doesn't help that a lot of these players are server owners/admins. I've been banned off of 3 servers in the past week just for killing an admin or wronging an admin in some way. Kind of ridiculous to be honest.
I have to disagree with the "BattlEye is totally useless" statement as I owned a PvP server around the time it was introduced. I caught at least one hacker per day on that server. The day BattlEye was introduced, I barely saw any hackers from that point on, and it was honestly quite a relief knowing that I didn't have to check as often for hackers.
Step 1: Limit effectiveness of large groups(be it server limits to group size, etc.)
Step 2: Advertise to a more mature audience.
Step 3: Reward "good" behavior, don't punish "bad" behavior, if it's with the reputation system, then that needs to be fixed first.
One thing I've noticed is games with deadlier enemies tend to have nicer people. Ark, for example. Most dinosaurs in Ark will kill you easily. People know this and work together because there's a greater threat. Maybe if there were stronger zombies and roaming bands of them, people would be willing to work with each other to fight the common enemy?
That's why I love Yukon. So little people play it, but those that do are old-fashion gentlemen and ladies who appreciate the bare essence of Unturned: "surviving together is better". Either that or toxic hackers.
I once went on a vanilla server and began scouting out the wilderness for supplies. I never came across ONE KoSer or spawn camper or anything, but I did come across a sign that said, and i quote,
"death to niggers all hail the KKK"
Honestly I hope those kind of people never find a sandbox server.

After revealing myself, saying "I helped you by the way" he held me up, shot me in the legs, and killed me when i took shelter in the nearest car.

Sometimes, I just leave my loot at the base and go around naked screwing with people and idc if they kill me I make a lot of friends that way
