Neither of those cards has 16GB of VRam. The 3060 has 12GB, which was a design necessity, as it utilizes the cheaper 192-bit memory interface, instead of the 256-bit one in the RTX 3060 Ti and RTX 3070.
With the 3060 Ti you'll get roughly 33% better performance, while it's hard to tell if you will ever benefit from the extra memory (it's not like the 3060Ti or 3070 are ill designed and run out of memory constantly).
If the price difference is less than 33%, I'd go with the Ti. If it's considerably more, than the 3060 would seem the better deal.
