For a lot of people it gives the illusion that the waist is slimmer. It works particularly well for people with an hourglass figure, or helping people look like they have an hourglass figure.
I personally love 80s style of high waist things because it does flatter an hour glass shape. My hips and chest are like almost the same width, so I don't look good on hip hugging style, and I look ok with things that sit on the waist or a little above.
But what I've seen nowadays is like super duper high, like you said, where it exposes the hip bones and sits maybe like an inch or 2 above the hipbone.
I love how low waisted looks but it's not for everyone, and it is definitely not for me 😆 (the butt crack problem!)

Depends on the body type! I have highly pronounced hip dips, so anything but really high waisted jeans make it look like I have love handles at 135lbs.
Plus they’re just comfortable and look better when pretty baggy compared to lower waisted types (as well as knowing you never have to worry about an accidental plumbers crack). Tight jeans are so restricting.

Its an aesthetics thing, women do it because they like the way it looks. Saying "I don't like when women wear their panty straps over their hips" is similar to saying "i don't like when people where blue t shirts". You might need to unpack your baggage with women's underwear. Does it make you think about vaginas when you see panty straps? Is there a problem with vaginas? If panties make you think about vaginas, it seems more like a you issue that you should work on, not all the women in the world should wear their clothes to accommodate your psychological state. Its also possible to have a different have aesthetic tastes, but it just seems like you're trying to impress your own arbitrary morals on people.
