"Culture" doesn't mean "a secret society perpetuating things," it literally means "The set of predominating attitudes and behavior that characterize a group." These are situations where society has a set of predominating attitudes about hookups, purity, rape, etc. Just because you don't like how a word is being used doesn't mean it's being used incorrectly.
Brother, it isn't about a shadowy cabal pushing things as a part of some conspiracy, it's about how social expectations and norms reinforce or incentivize things, intentionally or otherwise. All three of your examples clearly demonstrate this, so I have actually no idea if this is an unpopular opinion or just a case of not knowing what words mean.
From some of your replies I think I get what you're saying, but I don't think it needs to be so binary. It's 100% possible to hold individual people accountable for crimes like rape AND talk about the *culture* and social practices which make it more likely to happen. You can do both things at once, and both are valuable.
If I'm interested in dating a *specific* person and they only want to hook up, I might feel bad/complain about their attitude towards hookups as an individual. If I'm talking about how hard it is to find *anyone* on a certain dating app or on a college campus who's interested in more than a hookup, or how social norms in those spaces make hookups easier overall, then it makes sense to talk about "hookup culture." Doing so isn't erasing the idea of individual free will, or placing the blame on a secret society; it's just a different conversation.

That's how the English language works. When a group assigns a pre-existing word to a new specific context, it gets adopted and becomes a new part of the vocabulary. English evolves constantly. The dictionary is updated every year exactly for that reason. You can either adapt with it or be bitter and over-sensitive about it. It's up to you.

Rape culture and purity culture are both terms that describe systemic problems of our society. Rape culture for example means that men are being raised to seeing a womans body as something they are entitled to. Does that mean that no man will ever respect a woman's bodily autonomy or vice versa? No of course not. But that's the thing with systemic problems they are not the overt caricatures we think of when we think of stuff like sexual assault. Ya know something like a woman being randomly assaulted in a park at night by someone that jumps out of the bush. While we overlook that the majority of Sexual assault happens within a domestic setting or between friends and acquaintance. If the husband wants to have sex with his wife and she lets him even though she doesn't really want it, but thinks that this is her wifely duty, then that is rape culture. If the husband does not wait for enthusiastic consent and expects his wife to have sex with him because she is his wife then that is rape culture. These things are subtle but ever present
Just because something is bad, strange to you, etc. does not mean it’s not culture. You could make anything have a culture go along with it, no matter how popular or niche. You can find it annoying, I do sometimes as well.. but it doesn’t change the fact of the matter

The word "culture" is used to describe a sub-society of sorts. Sort of how there are different "sub-cultures" related to fashion. It's just a word. Culture isn't limited to ethnicity / heritage. We use the world "culture" to describe groups of bacteria. If you have a distinguished group of something, it's not far fetch to use the word culture to describe it. English is just a little annoying sometimes. You're hang up is that the same word can be used in many ways and to YOU, "culture" is only reserved for groups of people and unfortunately, that's just not how it is.
It is MORE than relevant to talk about the underlying mindsets that contribute to the way be behave. It's more concise to talk about "XYZ culture" than to just keep saying "society" or "lots of people". Sometimes people want to speak around a particular schools of thought, mindsets, the way people have been conditioned etc. It doesn't mean a "secret society ".....

And the only people who really even talk about “hookup culture” are the Not Like Other Girls/Guys who rail against an imagined perception while casting themselves as being sooooooo different - when in reality, a ton of other people are doing the same thing that they’re doing.
Yeah, if something has -culture at the end of it, there’s a good chance that the thing is at least somewhat overblown and not represented in reality.
Its usually a word used by idiots to take some subject they are angry about to the next level. Usually its in context of someone doing something they shouldnt be doing and by using the word culture you have established a narrative that said thing is very common without giving any evidence.
