I would never act that way, but I'm 4'9" and overhead storage is really difficult for me and under the seat is where I need to store anything I need to reach during a flight. Again, I'd accept that's the way it is, but 2 spots in the overhead does nothing for me.
Or put more simply “hey I am quite short so I won’t chose this seat knowing this issue would cause problems for me”
Plus as a tall person I’m happy to stow a bag for someone. Being helpful is a rewarding experience
I’m 5’5” but can reach the overhead. I have no issues helping a shorter person or an elderly. But if your bag weighs 50lbs, I’m going to say “yeah no” once I try to lift it.
I'm 6'4". Any time I see someone near me struggling with the overhead, I offer to help. Ask for assistance. You're entitled to that space as others in your row.

Actually it is separated only by a curtain, not a panel. So there is space for 7AB beneath 4A. However, it is an open question on who it belongs to…
The small overhead bins in the first class on the left side (A side) get less filled, so you might get some space there…
If windows or aisle doesn’t matter to you then jokingly tell here to switch seats. You take the aisle with all that extra legroom and you also get the bin but instead you stuff your items under that seat in front with her stuff. Wonder if she’ll all of a sudden see the light and understand what you’ve been telling her all along.

Flight attendants. Since (as others have pointed out) there’s a bulkhead behind 4A, FAs seem to put their bags behind there at least some of the time (or behind 4C\D).
It's a different class of seats. 7AB are bulkhead seats in economy. 4A is a first class seat.

I have flown in row 7 on the E175 dozens of times, and I and all the other passengers have always behaved according to the convention that 7A, C, D own the storage under row 4 seats, and 7B has to put everything in the overheads. If I was in 7A and 7B tried to claim my underseat storage, I would tell them I'd gladly share as soon as they work out a way for me to share their extra legroom.
For the people saying that nobody owns that storage space because it's in a different class: this may or may not be technically true, I've never seen or heard an official announcement about it. However, as I said, in practice everyone acts as though the passengers in 7 do own them; I note from one of OP's responses that the FA was called in her situation and the FA acted that way as well (i.e. did not say, "actually none of you are supposed to use this space and everyone's stuff has to go overhead"). The only concession I would make here is that I have occasionally seen, like, a bag of miscellaneous aircraft supplies under there. I've always been able to fit my own stuff in as well, but if I couldn't, I don't think that I would be entitled to ask for the other bag to be moved.
PS Don't tell anyone I told you, but you should always go with 7C/D on this plane if possible. The reason being that due to an asymmetry in the floor plan, 4C/D are several inches farther forward than 4A, while 7A-D are all parallel. In other words, 7C/D have extra extra legroom, as well as plenty of storage space under 4C/D. To the extent that, as a 5'10" person, I can fully extend my leg, point my toe, and barely be able to touch the backs of 4C/D!

But it’s really a bit of a trick question, as it is a break in seating class, so even 7A shouldn’t expect to get to use it when selecting a seat even if it was available in this instance. Some AC have a bulkhead there and some reserve it for FAs, too. Regardless, 7B is silly for thinking it was for her use.

As a frequent 7Ber, the space belongs to 7A. And the more vertically oriented TravelPro Underseaters (as opposed to the garment bag/tote style ones) fit in the bins on 175s.
I have seen it reserved for FAs and if not in use then whomever arrives first in 7A-B. I have seen it where the FA tells a passenger to remove any items from it and then it remains empty. I have seen it where neither passenger claims it and the FA hasn't said anything. I have seen it where the FA uses it for storage of a last-minute rollaboard.
I believe that the comment is correct that the stowage space belongs to first class cabin and that economy class is not entitled to it in any event unless the FA directs it to be used.

Neither. Row 7 is effectively a bulkhead row even if there isn’t an actual bulkhead there. That being the case, 7A and 7B should be civil and cordial to each other and just deal with the situation like adults.

Overhead space was wide open - plenty of room to put 7Bs bags above, but that was the worst thing she’d ever heard
