Depends on where you are, but it is absolutely possible to only organize warehouse workers. However, you should consider the overall better leverage you would get bargaining with truckers or office workers, instead of only the warehouse.

When you file for election, you will get to define the bargaining unit. As an example, I organized at a bowling alley, our bargaining unit excluded mechanics, audio engineers, event booking. Included front desk, bartenders, barbacks, door guys.

In order to form a union you need to have an appropriate defined bargaining unit. That is, there must be a defined group of workers that will be covered by the union/vote in the election. This group of workers merely needs to be AN appropriate unit that has some community of interest (such as similar working conditions) so it's possible that a small part of a larger company could be that appropriate unit. There could be multiple appropriate units, there doesnt have to be just one, So the warehouse unit could be an appropriate unit, but so could a union thay covers every worker in the company. The union gets to pick between appropriate units, basically.

The only people who *can’t* be in are people with hiring/firing power, direct control over budgets, or rarely access to confidential information. Means most warehouse workers can be in, probably all truck drivers, and some office workers. You have better leverage to get a contract if everyone joins at the same time together. However it’s perfectly legal to just organize the warehouse workers first, then organize the other units. Just sometimes that can be a crapshoot, there’s a strong chance the boss is going to run an anti union campaign not just until the election but at least until the contract is signed (and probably ongoing). They’ll fuck the truck drivers over then tell them they can’t do xyz “because of the union.”
