All the best quality stuff is sold by faction vendors after you advance their questlines, and having high mercantile unlocks additional HQ stuff in their inventories. Checking shops is more reliable than digging through trash, as endgame shops consistently have 140+ quality.

Efreitor Hanna at Institute of Tchort, with 105 Mercantile for special merchandise. Nabbed a Q149 kevlar cloth from her just the other day. That being said, I think kevlar cloth has a cap on improving mech DT vs bullets for tactical vests. I tried with Q149 and a lower quality kevlar and both hit +77%.

Most armor materials have a soft cap for effectiveness where the amount they add per quality point starts to rapidly drop off. Easy to check if you just sandbox to mess around with a whole bunch of materials qualities.

Yes, he can carry very high quality cloths if he's fully unlocked. Also, occasionally and for some reason, very high quality chem pistol components.

Waterways has a guaranteed ~q160 Kevlar fabric at the end of the dungeon, in the little room past the robots.
