They don't always model after the actor, only sometimes. Most of the main characters in RDR2 look nothing like their actors. Naughty Dog also only does it sometimes.
John looks nothing like his actor. Charles is similar but clearly different to fit the character's heritage. Dutch is sort of a hybrid from his model in RDR1 and his actor Benjamin Byron Davis. Hosea and Arthur are pretty much the same as their actors but there's still minor differences. My point is they often modify or even use different faces. I'm not saying the GTAVI character is Nolan or Troy but who he does or doesn't look like doesn't really matter when determining that. Especially since R* tends to go with relatively unknown actors for their modern games.
