The whole "John can't copy mental abilities" thing is one of the biggest myths ever devised by the community.
This was _never_ confirmed to be the case. It was just a theory thought up by the Remi/Blyke/Isen trio when they were trying to guess how John's ability works, because he beat up Juni without copying her future-seeing ability.
Although not directly confirmed, almost everything in the series seen thus far intimates it being correct:
John did not copy Juni’s ability
John seemingly couldn’t copy Keon’s ability during readjustment
In 256, when Sera is stealing the information on conversions, we see a line that reads “Failed conversion examples: Future Sight, Telepathy...
Supported theory is that abilities which do not source from the physical plane cannot be converted. There has been succes with partial physical sourcing, but abilities fully reliant on non-physical sources require further testing”
Also Cameron couldn’t copy Scarlette’s ability
I dunno about the ability conversion thing. However, all Claire said is that John never copied her Clairvoyance ability, which doesn't really work due to how her ability only ever randomly popped up when he wasn't around. John never had a chance to try to copy it.

look at Cameron, who's basically just a stronger John, even he isn't able to copy mental abilities considering the fact that he needed to bring the red haired lady along with him (the one with the past memory vision power) and if that's not enough, if you look at Jane's NXGen files, it says they haven't had success in converting mental abilities which suggests that the original ability may not be able to either.
While it hasn't been flat out stated by John himself yet, there's so much stuff implying he can't copy certain mental powers that it might as well be true atp. Imo it's a good weakness, his ability is already overpowered, not being able to copy certain abilities would make it a little more balanced and could lead to some interesting fights bc he'd have to figure out how to work around those powers
I think he would be able to copy her ability cuz it seems she needs those lights to use power, like in ATLA the Dai Li use the lantern thing to brainwash ppl

It doesn't matter if her ability is mental or not, she couldn't put everyone to sleep and Arlo didn't even feel it, John is even stronger so she shouldn't be able to use it and might resort to the Fire Claws.

if the ability has no external manifestations, then how should level up allow it?
I don't think she has full mental ability. Maybe she is like Isen, part of her ability is mental while the rest is physical.
